It quotes Official Plan policy 7.4.1.12, then lists what an HIA contains: site history, an inventory of structures and heritage resources, documentation of existing conditions, the proposed development and its impact, architectural drawings, an arborist report where trees are heritage attributes, mitigation options, a summary statement, a designation recommendation under Regulation 9/06, consultant qualifications, and the City's review process.
