Overview

The City of Richmond Hill's By-Law 99-22, its community benefits charge by-law under section 37 of the Planning Act, passed July 6, 2022. It applies city-wide and sets the charge at 4% of the value of the land, prorated by gross floor area, with valuation the day before the first building permit. It exempts buildings under five storeys or under ten residential units and listed uses such as long-term care and non-profit housing, and covers in-kind contributions and time of payment. Richmond Hill's development charge rate sheets cite it.
