Overview

The City of Richmond Hill's terms of reference for a Cultural Heritage Evaluation Report (CHER), from the Heritage and Urban Design section of the Policy Planning Division, last updated December 2025. A CHER assesses a property's cultural heritage value against Provincial criteria and recommends whether it merits designation under the Ontario Heritage Act. It sets out who prepares one, a member of the Canadian Association of Heritage Professionals, and the report's contents, from research and the statement of cultural heritage value under Ontario Regulation 9/06 to recommendations.
