It sets out the goal of the report, who signs it, the applications it accompanies, and the less detailed planning justification brief. Its content sections run from introduction and site context to description of the proposal, policy and planning analysis, conclusion, and appendices, figures, maps and plans, with lists of provincial and municipal policy documents to address. It closes with resources, including the Urban and Rural Area Comprehensive Zoning By-laws.
