Overview

The City of Richmond Hill's Council-approved policy, effective March 27, 2024, for deferring City-wide development charges for registered charitable non-profit organizations whose facilities offer a public service similar to one the City, York Region or a local board would provide. It sets the qualifying criteria, a deferral capped at $2 million and five years, pre-screening with proof of charity registration, the deferral agreement, trigger events, security, interest at prime plus 1%, and fees. It is one of three development charge deferral policies the City publishes.
