Overview
The City of Richmond Hill's Council-approved policy, effective March 27, 2024, governing deferral of City-wide development charges for office buildings of at least four storeys above grade anywhere in the City. Made under section 27(1) of the Development Charges Act, 1997, it covers the letter of credit, pre-screening of deferral requests, the deferral agreement, an eighteen-month deferral period, rates, interest and its waiver, fees, and staff roles. It excludes area-specific charges and buildings using the Richmond Hill Centre large office pilot program, a separate policy.
