The City of Kitchener's Terms of Reference for a Heritage Impact Assessment, a six-page guideline from its heritage planning staff. It describes the study, its purpose, the qualified person and the applicable legislation, then lists the report contents from introduction and site description through development proposal, planning framework, impact analysis, alternative options, conclusion and a mandatory recommendation. It also sets out the approval process. It is the companion of the City's Cultural Heritage Protection Plan and Relocation Plan terms of reference.
