Chapter Five of the Toronto Official Plan in its September 2025 consolidation, marked as such in the running head on every page. It carries the same planning toolbox as the earlier printing — height and density incentives, holding by-laws, site plan control, the property standards by-law, temporary use by-laws, acquisition of lands, development charges and inclusionary zoning — and adds section 5.1.9, delegated authority for minor zoning by-laws. Sections 5.2 and 5.3 cover secondary plans, community improvement plans, development permits and city-building strategies.
DocHub collects what a municipality published; it cannot tell you what is in force today. A newer version may exist, may be titled differently, or may not be posted publicly at all.
