Prepared for the Town of Whitchurch-Stouffville by Watson & Associates Economists Ltd. and dated November 12, 2024, this update study supports an amendment to the Town's development charges by-law 2023-149-FI, adding the cost of growth-related studies that the Cutting Red Tape to Build More Homes Act, 2024 (Bill 185) newly allows. It sets out anticipated development, revised capital needs and a revised schedule of charges, and includes the draft amending by-law as an appendix. The Town's two development charges guides publish the resulting per-unit and per-square-foot rates.
