The City of Brampton by-law requiring registration of second residential units, which names itself the Second Unit Registration By-law and applies to all property within the city. Its recitals set it on subsection 16(3) and section 35.1 of the Planning Act, which require official plan policies authorising second residential units, and on sections 8 and 11 of the Municipal Act, 2001. Part I fixes how the by-law reads its own defined terms, capitalised where defined and in ordinary meaning where not.
