Overview

Richmond Hill's Municipal Servicing Allocation Policy By-law, By-law 9-25, passed January 22, 2025 under Section 86.1 of the Municipal Act, 2001. It sets how water supply and sewage capacity is assigned to residential units in approved developments, with additional residential units, private sewage systems and non-residential development treated apart. The Commissioner of Planning and Building Services decides allocation against eight priority criteria, led by affordable housing and transit-supportive development. Unused allocation is withdrawn after three years without a building permit, with extension, reassignment and transition rules.
