The City of Richmond Hill's terms of reference for an arborist report and tree inventory & preservation plan, prepared by a certified arborist or forester for development proposals that may affect trees 20 centimetres or more in diameter at breast height. It sets out the vegetation inventory, tree protection zone distances by trunk diameter, and the replacement-tree ratio the plan follows, from zero replacements under 20 cm up to five for a tree over 100 cm. It applies alongside official plan and zoning amendments, subdivision, site plan, and site alteration applications.
