The City of Richmond Hill's By-law 76-23, designating all lands within the city as a site plan control area under section 41 of the Planning Act and delegating council's approval powers to the commissioner. It defines classes of development that need site plan approval, among them commercial, industrial and institutional development, medium- or high-density residential development of ten units or more, and development on parcels abutting the railway or within 120 metres of a shoreline. Its own text repeals the earlier By-law 137-09. The city's website links to this document simply as "By-law".
