Brampton's terms of reference for a housing assessment report (HAR) — the study showing how a larger or phased residential development relates to the city's housing objectives, used where a proposal reaches fifty units or more. Its five sections cover site context with unit numbers, tenure, bedroom counts, proposed prices or rents and amenity space; affordable housing against provincial, regional and Housing Brampton targets; planning rationale; summary and recommendations; and supporting information including author CVs. It can sit inside a planning justification report instead of standing alone.
