A one-page by-law amending § 415-11, Indexing, of City of Toronto Municipal Code Chapter 415, Development of Land — one of two 2025 amendments to the development charges article in this set, the other being By-law 845-2025 on unit exemptions. Its recital records that Council determined it appropriate to remove mandatory rate indexing in 2025 and 2026, and the rewritten section lists the adjustment dates as May 1, 2023, May 1, 2024, May 1, 2027 and annually thereafter, using the non-residential building construction price index (Toronto).
