The final report of Toronto's city-wide land use study on development in proximity to rail operations, submitted by IBI Group and Stantec. Phase 1 builds base maps, a database and rail typologies for Toronto; the consultation chapter records Federation of Canadian Municipalities, Railway Association of Canada, line owner and public input; Phase 2 reviews current mitigation practice. It recommends five typologies — through freight, passenger, spurs, the Union Station Rail Corridor and rail yards — with Official Plan amendments, standard and alternative mitigation, study requirements and a development review process.
