Published by KPMG LLP for the City of Toronto under Sidebar
The final report of the end-to-end review of the City of Toronto's development review process, prepared by KPMG LLP with Gladki Planning Associates and carried on the City's development guide sidebar. It identifies thirty-one largely systemic challenges — split accountabilities, ineffective application streaming, manual technology, varying application quality — and proposes a transformed operating model built on vision, organization, process and accountability, with twenty recommendations and a phased implementation roadmap. Appendices cover current state challenges, jurisdictional research and the Committee of Adjustment.
